This guideline is formulated to "promote green and low-carbon development of urban construction, improve building quality, improve building energy efficiency, environmental quality and structural safety, meet people's needs for a better life, and help achieve the national dual-carbon strategic goal". These guidelines are applicable to the green and low-carbon technological transformation of all kinds of existing civil buildings (including existing public buildings and existing residential buildings) in Jiangsu Province.
